Mouber grew up in the Shawnee Mission School District, earned his degree at Georgetown University, interned for Senator Bob Dole in Washington, D.C., and got his law degree from UMKC. He and his family have lived in Blue Valley for 18 years.

He values Blue Valley public schools and sends his two children there. From Mouberโs website: โFully funding Kansas state obligations for special education and gifted programs to ๐ข๐ญ๐ญ๐ฐ๐ธ ๐ฐ๐ถ๐ณ ๐ญ๐ฐ๐ค๐ข๐ญ ๐ฅ๐ช๐ด๐ต๐ณ๐ช๐ค๐ต๐ด ๐ต๐ฉ๐ฆ ๐ง๐ญ๐ฆ๐น๐ช๐ฃ๐ช๐ญ๐ช๐ต๐บ ๐ต๐ฐ ๐ญ๐ฐ๐ธ๐ฆ๐ณ ๐ฑ๐ณ๐ฐ๐ฑ๐ฆ๐ณ๐ต๐บ ๐ต๐ข๐น๐ฆ๐ด, fund our high quality public school education, and invest in our childrenโs education.ย All of this is what makes our neighborhoods special and great places to live and the reason we have strong and stable property values.โ
The MAGA Republican incumbent in HD 28 is not running again; Mouberโs Republican opponent is vineyard manager Alex Bergman. HD 28 voters have, as of this date, received ๐ด ๐บ๐ฎ๐ถ๐น๐ฒ๐ฟ๐ ๐ณ๐ผ๐ฟ ๐๐ฒ๐ฟ๐ด๐บ๐ฎ๐ป ๐ฎ๐ป๐ฑ ๐ผ๐ป๐ฒ ๐ฎ๐ด๐ฎ๐ถ๐ป๐๐ ๐ ๐ผ๐๐ฏ๐ฒ๐ฟ - ๐๐๐ ๐ฃ๐ฎ๐ถ๐ฑ ๐ณ๐ผ๐ฟ ๐ฏ๐ ๐๐ต๐ฒ ๐๐ฎ๐ป๐๐ฎ๐ ๐ฅ๐ฒ๐ฝ๐๐ฏ๐น๐ถ๐ฐ๐ฎ๐ป ๐ฃ๐ฎ๐ฟ๐๐ (which has unfortunately shifted to hardline MAGA over the past 10 years). NINE mailers to 10K households - thatโs at least $90,000 theyโve spent - and early voting is still 2 weeks away! Certainly something. While their mailers attempt to paint Bergman as โindependent-minded,โ their aggressive backing of him makes us question that.
While Bryan Mouber clearly states fully funding public schools is his top priority, the mailers for Bergman use roundabout phrasing like the MAGA supermajority has been doing for years. โFocus on priorities like Education...โ (does that mean public schools?) โKeep K-12 Schools Our Stateโs Top Budget Priorityโ (does that mean fully fund them?) โFocus Spending on Core Priorities Like Outstanding Schools...โ (Yes, public schools are already a โfocusโ of spending.)
Weโve been especially interested to see the use of the word โStandโ in some of these Republican mailers in HD 28. Weโve noticed catch-phrases like, โstand strong for full funding of education. Thatโs why weโre in this mess in the first place! And no, Stand Up Blue Valley does NOT endorse the Republican candidate in HD 28. We are ONLY endorsing Bryan Mouber!
Listening to the Johnson County Post candidate forum from Sept. 22, voters can see that Bryan Mouber has put a lot of thought into the issues. He has a good understanding of meaningful property tax solutions.ย
MAGA Republican candidates have focused on โlowering property taxesโ this election - but remember: ๐ฉ๐๐๐ฎโ๐ซ๐ ๐๐๐ ๐ ๐จ๐ช๐ฅ๐๐ง๐ข๐๐๐ค๐ง๐๐ฉ๐ฎ ๐๐ฃ ๐๐จ๐๐๐ ๐๐ค๐ง 15 ๐ฎ๐๐๐ง๐จ!
Mouber explains how favors given to commercial and agriculture special interests have skewed the property tax base toward homeowners paying more than their share. (Link in comments with timestamp.) Instead, Republican state legislators want to limit LOCAL governmentsโ ability to levy taxes, thereby limiting what LOCALLY-elected governments can spend with LOCAL oversight.
In the Post forum Bryan Mouber comes right out and says, โI do not support school vouchers under any circumstances.โ ๐๐ฒ๐ฟ๐ด๐บ๐ฎ๐ป ๐๐ผ๐๐น๐ฑ ๐ป๐ผ๐ ๐๐๐ฎ๐๐ฒ ๐๐ป๐ฒ๐พ๐๐ถ๐๐ผ๐ฐ๐ฎ๐น ๐ผ๐ฝ๐ฝ๐ผ๐๐ถ๐๐ถ๐ผ๐ป ๐๐ผ ๐๐ผ๐๐ฐ๐ต๐ฒ๐ฟ๐, and used the voucher-supporter phrase โstuck in a failing system.โ We think a candidate should be able to state unequivocally that vouchers are wrong for Kansas public schools. (In his reply, Bergman also says he was disappointed that BV had to cut the Latin program - causing us to do a double-take - ๐๐ตโ๐ด ๐ถ๐ฏ๐ฅ๐ฆ๐ณ๐ง๐ถ๐ฏ๐ฅ๐ช๐ฏ๐จ ๐ฃ๐บ ๐ต๐ฉ๐ฆ ๐๐๐๐ ๐ด๐ถ๐ฑ๐ฆ๐ณ๐ฎ๐ข๐ซ๐ฐ๐ณ๐ช๐ต๐บ ๐ต๐ฉ๐ข๐ต ๐ฉ๐ข๐ด ๐ค๐ข๐ถ๐ด๐ฆ๐ฅ ๐ฑ๐ณ๐ฐ๐จ๐ณ๐ข๐ฎ๐ด ๐ค๐ถ๐ต๐ด!)
While Mouber demonstrates an understanding of how property tax freezes are a gimmick, Bergman puts โFix the property tax messโ at the top of his priorities. Problem is - the Masterson-led Republican supermajority (including the former HD 28 Rep) has had 15 years to do this - why haven't they done it?ย
As Mouber says in the Post forum: The Republican supermajority has had the solution all along, but has refused to do it. Why would they do it now? Bergman supports a cap on LOCAL property tax increases - but should the STATE dictate that to local communities?
Mouber has earned a Gun Sense Candidate distinction from Moms Demand Action; see all of his endorsements and read his positions on his website, link in comments. His opponent does not list any endorsements on his website as of this writing. His opponent did not return our candidate questionnaire.

HD 28 voters have seen the damage to our kidsโ Blue Valley Schools as the funding shortfall widens.
