Jim McMullen Thinks Rules Don't Apply to Him

Per the JoCo Election website, candidates for School Boards are required to file an Itemized Statement of Expenditures โThirty (30) days after the Primary Election and the General Election.โ McMullen was aware of this, because ๐ถ๐ป ๐ฎ๐ฌ๐ฎ๐ญ (when he spent over $45,000 of his own money to run) ๐ต๐ฒ ๐ณ๐ถ๐น๐ฒ๐ฑ ๐ฏ๐ผ๐๐ต ๐ผ๐ณ ๐๐ต๐ฒ๐๐ฒ ๐ฟ๐ฒ๐ฝ๐ผ๐ฟ๐๐ ๐ผ๐ป ๐๐ถ๐บ๐ฒ. Thatโs when he won election by 51 votes out of over 27,000 votes cast.
In 2025, McMullen LOST his bid for re-election to the BV BOE by over 5000 votes. But he did NOT file ANY Statement of Expenditures until June 5, 2026. Not for the primary election period and not for the general election period. According to the report he filed ๐ฒ ๐บ๐ผ๐ป๐๐ต๐ ๐น๐ฎ๐๐ฒ, in his 2025 School Board run, he spent over $15,000 of his own money - but he listed the donor on the Report as โRoyal Blue Capital" - which is his own company.
After McMullen filed for State School Board a few minutes before the filing deadline on June 1, we called the Election Office. We wanted to find out whether he had filed the required reports in 2025, since we werenโt able to find them online. The Election Manager who emailed us a reply on June 4 said (by email):ย
โJim was in recently and dropped off a spreadsheet to the front desk showing receipts and expenditures.ย It did not include the official form that should have been submitted and the person at the desk was not sure what it was.โย
Hmmm. Evidently when McMullen dropped off a mystery spreadsheet, they asked him for the form that should have been submitted. ๐๐ฆ ๐ฃ๐ณ๐ฐ๐ถ๐จ๐ฉ๐ต ๐ช๐ต ๐ช๐ฏ ๐ต๐ฉ๐ฆ ๐ฏ๐ฆ๐น๐ต ๐ฅ๐ข๐บ.ย
So in 2021, McMullen was able to submit the correct reports on time - but in 2025, when he lost his election, he didnโt bother. ๐ง๐ต๐ฒ ๐ฟ๐๐น๐ฒ๐ ๐ฑ๐ถ๐ฑ ๐ป๐ผ๐ ๐ฎ๐ฝ๐ฝ๐น๐ ๐๐ผ ๐ต๐ถ๐บ.
On June 5, 2026 - more than 6 months AFTER the due date of Dec. 4, 2025 - McMullen finally submitted the legally-required report. ๐ผ๐ฃ๐ ๐๐ ๐ค๐ฃ๐ก๐ฎ ๐๐๐ ๐๐ฉ ๐๐๐๐๐ช๐จ๐ ๐๐ ๐๐๐๐๐๐๐ ๐ฉ๐ค ๐ง๐ช๐ฃ ๐๐ค๐ง ๐๐ฃ๐ค๐ฉ๐๐๐ง ๐ค๐๐๐๐๐.ย

On July 23, 2026,ย McMullen filed an affidavit with the KS Secretary of State, saying he planned to have contributions and expenses of less than $1000 in the primary election period and less than $1000 in the general election period. This results in โEXEMPTION from filing receipts and expenditures reports.โ
